The 2009+ Jetta, Golf diesel, and Audi A3 TDI have a more complicated EGR system. The low pressure EGR gasses are filtered before being sent through the cooler and back into the intake. The high pressure gasses go straight from the exhaust manifold to the EGR valve and into the intake.

Unplug the vacuum line to the EGR valve and check its operating. When the car is idling apply vacuum to the valve. (suck on the tube going to the valve). You should hear the valve operate. If the EGR passage is open the idle will stumble. if the Vag.com is connected you can monitor intake temps.

Because of the cost and the fact I was told the car is fine to drive, I've continued driving without any issues. Today however, my car has been at an Audi dealer for a service and they have identified a broken wire on the EGR cooler change over valve, which could be the cause of the engine management light. They're quoting nearly £200 to fix this.
its the egr cooler that you need to change,mine was really blocked with soot. To get this egr cooler out its really a big work,i spend almost 20hours to replace it. Here some pics of mine soot egr cooler and the new one.
